Canada likes to grandfather stuff out of existence. When they did this to evil guns (.25cal and handguns with barrels under 105mm - not 100, since they had to get those 4" snubbie 686s, Pythons and Glock 19/23s) they created grandfathered guns and grandfathered owners, and allowed transfers of such guns between such owners. Ditton on their earlier machine gun ban. The goal was not confiscation, but eventually there will be one person who has all the legal prohibited weapons which will then be surrendered to the crown. They're moving faster this time with "not allowing transfers".
