AR15 Stripped Lower Storage

Does a Stripped Lower need to be stored in a safe prior to assembly?

My gut reaction is to say no, but this is Massachusetts and it does require an FFL to transfer.

A stripped lower is not a gun under MA law.

As has been discussed, many times and in depth, here before.

As a stripped AR lower is a glorified paperweight, all you could "lock" would be to drop a cable lock through the magwell, anyway.
