I decided to add an avatar but I don't have that option anywhere under User CP or User CP/Edit Avatar. Furthermore, I can't seem to find where or how to change forum display settings or themes.

Avatars are a feature now reserved for paid members, as I understand it.

Len, if I read correctly, avatars aren't just for paid members, but paid members can upload their avatar, others have to host their avatar on their own site. I may be wrong, though........

Avatars are for paid members only. If a registered user has one, it's because it is hosted somewhere else and it was converted to the new forum. If they decide to change it they will no longer have the option to have it hosted, and they will lose it.
