I read on Swissrifles.com that the 7.5 uses a .304 bullet, but when I looked at loadings on Hodgon's cartridge data site all the listins are for .308 bullets. Is it safe to use .308 bullets in a K31?

It is safe to use .308 bullets in the 7.5x55 Swiss cartridge. If you pull a bullet from the GP11 ammo and measure it below the crimp, you will find that it is .308 caliber. The "small bullet for the Swiss rifle" rumor has never been true but refuses to go away.
The K31 rifles have virtually no throat and require that conventional bullets be seated quite deep to miss the leade of the rifling.
If you scout the various Swiss rifle forums, you will find quite a bit of recent loading data.

My loading data from the Hodgon site list the COL as 3.060 I believe... But I'm guessing I'll have to experiment there to get it right?

What the hell does COL mean anyway?

Yeah. My .38 costs are way too high... and the .45 costs not far behind. As long as I'm at it, I want to get some .30 carbine, .303, and 7.5 as well.
