Who Makes the Decision?

I finally get to go in for my LTC appointment this week (scheduled 5 weeks out). I know that I'll be meeting with a licensing officer (as opposed to the actual police chief). I'm wondering if the licensing officer usually makes the decision (restricted or not, etc), or typically does the licensing officer just screen the apps and then typically it goes to the CLEO's desk? I would rather not mention the city at this time, but it's arguably green. Does restrict sometimes, but also issues plenty of non-restricted. Should I address my cover letter to both the licensing officer AND the chief?

That isn't green, that's more like "yellow. " Green towns issue unrestricted.

Some chiefs delegate the decisions to the LO, although the Chief, or someone else high up has to sign off on it.
