Transport H&R 32 cal topbreak in pieces to Numrich

A friend wants to take an older (1930's) H&R .32 topbreak that is in pieces and is missing a couple pieces to Numrich to match up parts.
We are concerned that it would be considered transporting a gun to New York. Would this plan be legal or would we face problems?

He just asked "what about just the cylinder?" no barrel (it is a top break) and now grip/trigger area.

If he's transporting the "frame", that's a gun and illegal. If he transports ONLY other parts that are NOT the frame, it's legal.
