From the preamble to the Bill of Rights

THE Conventions of a number of the States, having at the time of their adopting the Constitution, expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added: And as extending the ground of public confidence in the Government, will best ensure the beneficent ends of its institution.

This is the purpose of the Bill of Rights - to restrict government.

And the 9th Amendment:

The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.

And in case the preamble and the first 9 amendments were not clear enough, we have the 10th.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

Why is there even any question as to who has the right? Nowhere in the Bill of Rights does it state that the States or federal Government have the right to restrict the Second amendment.
 
You are correct.

But all three branches have been stealing power for itself for years. Also they hold the states hostage by with holding money if they don't do this or that.

While true, it i also the states fault for accepting that money...
