Selling a C&R Rifle purchased on a C&R FFL

ok, technically I am not selling it, i am giving it to someone, but i don't think that matters.

what i don't understand is if a 4473 needs to be filled out?

Only dealers need to fill out 4473. C&R licensees sell guns like anyone else, with the addition that they can sell to someone from any state when at their premises, as long as that doesn't violate state law. Tl; dr: just do it like any FTF in your state and log it out of your bound book

You do need to do an FA-10 if to another MA Resident.
