Ruger SR-556 can these be purchased and owned here in MA? Do you think Ruger will make a MA version of this.

It's subject to MA's AWB just like any other semi-automatic rifle. Pin and weld a muzzle brake on it, pin the stock, get a 10 round mag, and voilla.
