Range pickup 10.4 x 28 case. What is this thing?

Range pickup, sort of a scaled down .45 win mag.
Looks military...
Od is about .460", heavy wall at around .019".
Case mouth looks too neat to be a broken off rifle case.
Someone's wildcat?

Looks like a 7.62 NATO headstamp, which suggests either a cleanly separated case or a wildcat.

The still crimped and lacquered primer supports the former.
 
Looking at the case mouth under heavier magnification, it's clearly beveled.
And measuring further, it tapers .004" larger toward the base and the rim is about .47" so in the range of 7.62.
Has to be wildcat... '.41 win mag'...
 
Thinking more about this, with the crimped/lacquered primer someone would be cutting down live rounds for a wildcat, seems unlikely.
Wonder if it was just a homebrew black powder measure...
Could have pulled the bullet and dumped the powder before cutting.
 
OP, The cut marks on the case mouth are obvious along with the burrs, and show that it has been freshly cut and never fired.

That's just crud/dust on the case, its actually neatly beveled all the way around the inside. You can sort of see it in the pic (in spite it being somewhat out of focus). The od bevel and top surface has even striations consistent with being filed.
Cut certainly looks fresher than the rest of the case but was found outside in the weather and I'd wiped it down for a better look so difficult to say if it had been once fired.
Doesn't show any sign of being resized though, and still with the original primer, so I'm still of the mind it was being used as a powder measure.
