Question for anyone who ever entered a "Coyote Contest"

Is/was it required to bring the carcass to the outfitter to enter the contest?

The new proposed Mass regulations claim they are needed because the contests promote waste. The next page defines waste as leaving the carcass in the woods. It seems to me that if it's required to bring the carcass to the checking stating to enter the contest, then the contest does the exact opposite of promoting waste.

I'm putting together notes for tonight's hearing.
 
The contest which incited a vocal minority uproar, was based upon a weigh-in. The harvested animals had to be checked in, also. Now, how they go about skinning them afterwards, I don't know. Could be kinda messy if there was any spoilage.

Maybe that would be an opportunity for promotion which recognizes the value of the resource? A coyote skinning contest!
