Out of state FTF transaction

Can a person buy a rifle (an SKS) directly from another person in another state, without transferring through an FFL?

This would be a licensed MA buyer, purchasing from a RI resident.

NO FTF deals across state lines, unless you'd like a 10 year vacation in Club Fed with Bubba as your roommate!

Fed Law prohibits any private transactions between any two people who are not residents of the same state. Further restrictions are often in play with state laws.
