Yes, but calling someone an "illegal alien... with intent to demean, humiliate or harass" is very different than extortion. Same goes for reporting illegals to ICE with a "discriminatory motive."
Only in situations where the NYC commission on human rights has authority, which is housing, employment, and other public accommodations. There's not any new ground being broken here.
New Yorkers' rights to be belligerent a-holes is a safe as ever. it remains unlawful to discriminate in housing, employment, or other public accommodations based on race and national origin. There is nothing novel about this.
