Massachusetts Gun Range Question:

I was listening to G. Gordon Liddy on Sirius Satellite Radio and caught part of the conversation regarding federal gun range laws. Is it true that any range that receives federal funding, either full or part, must allow all citizens to use the range? If so, all local federal and police only ranges would be available to the general public?

Funding

Most ranges do not receive Federal funding at all. Therefore they would not be open to the general public. Most ranges are funded by their own tax dollars, on the local or county or possibly state level.
