"In late fall 2020, Manchester Police partnered with the National Policing Institute to adopt the CompStat360 problem solving model in an attempt to integrate community needs and feedback on public safety issues. This process began with a community assessment conducted by the Policing Institute, which identified several priority areas. The issue of gun violence and fear of gun violence was identified as the most significant problem area."

... the current strategy for grants/studies/etc....AND its used to justify massive expenditures for bullshit like this from the pdf

Acoustic gunshot recognition technology uses acoustic sensors to immediately
detect, locate and alert police to gunshot incidents. Instant notification allows police to
respond to gunshot incidents quicker, enabling faster assistance to victims and
identification of witnesses; and help locate evidence and prosecute suspects.
Hope no one phones @Obie1 while he's visiting the Queen City.

Want to bet that no citizen input was solicited?

This is the current strategy for grants/studies/etc.......they do it essentially in secret and only involve parties who will deliver an expected/desired outcome

edit: AND its used to justify massive expenditures for bullshit like this from the pdf
True, that. Our once active NH-FEMA CERT group went all but silent when NH got it’s first $2 billion COVID grant in 2020. Our sponsors (PD & Public Health) had more money than they knew what to do with and just paid themselves OT as everyone quit. The $$$ hasn’t run out and we’ve only activated a few times in 2 years - it’s all infighting over the last of the money.

Citizen engagement is an afterthought once the applications are submitted and grants disbursed. Evidence of engagement turns into quarterly phone-meetings with whomever in gov’t is designated as the group liaison and the citizen group leader. Just checking the boxes.

Why would anyone in gov’t WANT to interact with the citizens if not required? We’re all PITAs, for sure…
