The suit was a Section 1983 federal civil rights suit, so if they lost the Chief and individual officers would have been on the hook for damages, as would the city.
The city admitted no fault, but personally I think they should have had to sign a consent decree to refrain from future harassment of people carrying openly and agreeing to train all of their officers in the law.
