Machine Gun Permit

From what I've heard, getting a C&R FFL is the first step, as chances are you'll have to offer some proof that you're a "collector", and there are few ways to prove that without the paper that says you are a collector of Curio & Relic firearms.

(I do not have one, this is just what I've been told by those that do have Class III permits. This is also assuming you live in MA)

A machinegun license is as easy or difficult to get as your police chief wants it to be. He or she may issue you one but is not required to do so. Talk to your chief first to find out if it will be issued. You don't want a refusal on your record. Over the past few years I've found out that machineguns are much more expensive than I ever imagined and they operate so fast that good ammo is required for proper function. Buying and feeding machineguns is an expensive hobby but the first time you fire a burst from your very own Thompson, it will put a smile on your face thats difficult to remove.
