Funny you should mention that, my wife and I just got our NH non-resident LTC in the mail Thursday. NH should be a lesson to all the states living in the stone ages. Yeah that means you MA, NY, etc etc.

contrats!

Saluta to the NH legislature!!!!

My wife waited about 3 months for her MA LTC- A. And about 2 weeks for a non resident from NH. I really don't know what keeps me here![hmmm]

What qualifies one for a NH non-resident permit? I have a MA LTC-A and a little cabin in NH. Can I buy a pistol with non-resident permit in NH?

1. Your Mass LTC and (IIRC) $25 will get you an NH - NR license.

2. NO.

Fill out the app, send it with $20 and you'll get your NH NR CCW.

Please read (set User CP to show all threads) the info in the Gun Laws forum.

NOBODY can purchase a handgun in any state except the one they live in! That is FED LAW, violation of which sends you to the "big house" for an all expense vacation.

And will keep telling him that as long as he's foolish/gutless enough to accept that line of BS.

Now I'm not trying to be a smartass Scrivener, but what options does one have when you're at the mercy of the station or the rest of the socialist system? I'm going on 8 weeks waiting for mine at this point and have gone down to the station and they tell me that they're going to call when it's in and that it normally takes 60 days. I've called one other time and they've told me the same thing.

I agree w/ Pemi, How much can you rock the boat before it flips.
They can make you wait for as long as they want. I don't think making a scene at the window is going to help the situation.

Len, while that is mostly true, a minor technicality- eg, its more like
nobody can "be transferred" a handgun in any state other than the one
they are a resident of. There is no law prohibiting someone from
buying a gun from a dealer (somewhere else) and having that dealer
transfer the handgun through an FFL in their home state, which ultimately
would transfer it to the person that bought it. You can buy handguns
in virtually any state you want; problem is you can't actually
take physical posession until it goes through an FFL in your state of
residence. I know this sounds like a nit, but there is a difference between
being able to buy something and transfer it and not being able to buy
something at all. Of course, in the case of MA residents, there is
very little in the way of handguns one can buy at a "foreign" FFL that
will make it by the iron curtain on the MA FFL's end. If one is shopping
for handguns out of state, it is imperative that they know what can
and cannot come into the state beforehand. (otherwise you could waste
a lot of time and money. ) This "problem" is pretty much nonexistant
in the free states... EG, like ME > NH, vice versa, etc, as most states
don't have the handgun compliance BS.

Mike, you are right. I was just giving the "shorthand" version and referred the questioner to do some Advanced Searching here for the more detailed version.

A. NO; they can make you wait as long as you are servile enough to accept it. [slap] The app is deemed denied after 40 days and may be appealed accordingly.

B. Only YOU said anything about "making a scene at the window." [rolleyes]

I wouldn't waste any time calling and would not go "to the window" unless and until I'd called CHSB to determine if the app had even been received and, if so, WHEN.

Until you know CHSB received it or not, you can't determine when - or IF - the PD ever submitted it.

A couple random thoughts/questions related to this subject:

One, if you're a poor sap like me with a target restricted Mass LTC, but apply and receive a NH NR permit, that means you can CCW while you're in NH (and VT, for that matter), but as soon as you cross the border into Mass, you have to unload and lock the gun in the trunk - correct?

Two, if you're a resident of a free state (in this case, NH) and you have a Mass NR LTC, I'm assuming you can bring a gun that is not Mass compliant into Mass to shoot (at a range or competition). Can you lend that gun to a Mass resident?

LenS, an FFL holder (including C&R for old handguns) can buy a handgun in another state in person right? Doesn't have to necessarily be shipped?

Yes, you'd have to lock it up in MA.

Anyone with a MA LTC (NR) can bring ANY handgun into MA to shoot and can lend (short term) to a MA Resident. Mags must be 10rd or less OR pre-ban in ALL CASES (except for LEOs), even if person is a NR visiting MA.

Please forgive me if this has been covered already...I was wondering how someone knows or can determine if the CHSB has received an app?? Can you just call and inquire?

Call them and ask!

C&R FFL can buy a C&R (ONLY) handgun in any other state via in-person (FTF or from FFL) or via UPS/FedEx (NOT USPO) just like a dealer. BUT this is ONLY true for C&R qualified guns (usually >50 yrs old, also if on a specific list published by BATFE). Again in all cases, all mags must be pre-ban if >10 rd capacity. Yes, you have to file an FA-10 as "Registration" (instructions on form).

Technically you need to do it just before you cross into MA. That's how I handle it, at least.

That's interesting, I just called on my way home from work and asked if and when the PD had submitted my application. They took my name and date of birth ask me to hold on for about 15 seconds and they told me that my license actually just got printed out today...crossing my fingers that I'll get it by the end of the week so I can go spend some money this weekend.

Did you call the main number or the firearms number? If not it's: 617-660-4782

Right, that's what I meant - it's just frustrating because I feel like I can CCW in (almost) any state but my own. [sad]

Thanks!

edit- As of this morning the CHSB says that the PD started but has not yet submitted my App, possibly still waiting for records to come back...Time to call the PD, again.

Which means the application is actually just sitting on a pile of mail somewhere probably with the card attached. The state police get their part of the deal processed within a few days.

It certainly does appear as though my app is sitting in a pile somewhere, but high five to Firearms Support at CHSB for at least trying to give me some hope over the phone this morning...after sensing my frustration one of the guys there actually took the time to call my local PD and find out why nothing has happened with my application...he seemed equally annoyed by the response that he got from the PD which was "umm, we have it but um, i'm not at my desk right now, we will call the applicant back with more information..."[angry] .....I then called the PD myself and was told again that she "wasn't at her desk", which is funny because that is where i called her, and would "call me right back"...that was 10, its 12:05 now. b@stards.

CHSB was very nice to me on the phone when I just called to check on my application. I was a little hesitant to call as it hasn't been that long. The nice guy on the phone told me that it was printed and mailed yesterday. I submitted the application to my local (Southborough) PD on 2/21/07 and was printed/photoed on 3/3/07 (I had been away when he called to get me printed). Very nice officer doing the licensing in Southborough, issues no restrictions for people with clear backgrounds (as it should be).
