Is A Permanently Attached Fake Considered a Flash hider?

Someone wants to sell me a AWB compliant Krinkov. It has a fake can permanently attached in order to make the barrel 16 inches. Would the fake can be considered a flash hider and thus not legal to own?
 

The fake can attaches to the end of the gas block and does not slip over the barrel. Are you sure it's ok? One person told me you can't have a fake can permanently attached to the end of an AR-15 because then it would be considered a flash suppressor. That Krinkov set up sound sort of like the same thing.
 
fake can is not necessarily a flash hider. it also couldn't have a threaded end or be able to accept other devices per MA AWB. for anyone to say it's "legal" in mass they'd have to see it or at least look at a photo.

as to whether it's permanently attached there's no way to tell from the information you provided
