This shooting is one of four fatal self-defense shootings in Indianapolis this year. Two occurred during apparent home invasions; the other happened during an alleged armed robbery of a pawn shop.
The fatal shooting of a man Downtown will not lead to criminal charges, the Marion County prosecutor's office said.
On the afternoon of Jan. 15, 37-year-old Phillip Sullivan died inside a vehicle in the area of North Pennsylvania and East Michigan streets. The shooting occurred near the Minton-Capehart federal building.
On Thursday, the prosecutor's office told IndyStar that prosecutors will not pursue charges.
"Immediately prior to the shooting, the driver asked Mr. Sullivan multiple times to exit her vehicle," said Michael Leffler, spokesman for the prosecutor's office. "Mr. Sullivan instigated a physical altercation in an attempt to take the driver’s handgun from where she had it secured on her person."
One shot went off from the handgun, killing Sullivan.
Indianapolis Metropolitan Police investigators questioned the woman after the shooting. She has not been identified.
She held an Indiana license to carry her handgun publicly, the prosecutor's office said.
