Discretion with a Jr. FID?

Does anyone know if an issuing authority has any discretion in issuing the so-called "Junior FID's," i.e. the ones issued to persons aged 15-17 with parental consent?
 
Not per MGLs. But I've seen enough info to convince me that there are probably some chiefs out there (a very small number) who MIS-use "suitability" criteria on everything including FIDs!
 
That's what I thought. My younger brother has taken the safety course and wants to get his, but I know the chief isn't pro gun, unless you're a LEO.
