Well ya im not talking about going to new hampshire how ever a decent dealer will not care, you could go to vermont and buy 10 lowers and build them all

You can't buy lowers out of state because you'll get cblocked by the "Lower is not a rifle" thing. Lowers transfer as "Other" and "Other" is basically treated like a Handgun transfer, for most intents and purposes, which means it needs to be transferred through an FFL in your state of residence.

There are probably lots of FFLs that play loose on the "obeying the other states laws" BS (because it's so nebulous, and probably unenforceable) but there are none who will violate things like residency restrictions on transferring handguns/lowers etc... that would be a slam dunk for the ATF to put them out of business or send them to jail.
