Chelsea FRB or local if out of state MA business owner

My friend hass a Business in Massachusetts nut is an out of state resident of New Hampshire. I’m pretty sure he would apply through Chelsea but can he apply locally if his business property is in Massachusetts.

It all depends on the PD of the town where his business is located.

If they are pricks and don't/won't do "Business Resident" LTC , he may have to go through Chelsea.

Per MGL he's entitled to a resident LTC from the town his business is located in.

However as Mike stated, local chiefs don't have to abide by any laws. So some might tell him to pound sand and then he'd have to either lawyer up (Jason Guida would love one of those cases) or go to Chelsea. Guess which is less expensive!
