Can I safely sand out a stock to get a fit?

I just picked up one of those Butler Creek stock/barrel combos for my 10/22.

Trouble is the stock is so tight that when I press the receiver into it it's pinched to the point that the bolt wont move.

I've started slowly sanding the inside of the stock where the tight spots are but before I break out the Dremel I'd like to be sure I'm going about this the right way.

Yes, keep going, just go slow and you will be fine.
Same process I use for fitting any wood stock before bedding
