I agree with you completely. The problem is the sheeple have been brain washed by law enforcement into "If you see something, say something", stemming from the September 11 early days. Which presents two problems. 1) they don't have the common sense to process what they are seeing and 2) everybody wants to be a hero and be the one to call'er in.
