Bass Pro won't ship powder to RI

Was just on Bass Pro and they had Unique Tried to order and notice said no shipping to Rhode Island and 2 other states. What gives? Never a prob ordering anything from anybody in the past and shipping to RI

Here's where they will not ship.


The sale of primers, powders, and pyrodex is prohibited to the states of Delaware, Massachusetts, Maine, Rhode Island,and Jacksonville, FL.

I have been going back and forth with their customer service via email. They will not explain why they will not ship to Maine, (I asked specifically). There is no Maine Statute that prohibits the internet sale of components. Bass Pro remains adamant about not shipping to Maine and will not explain their reasoning.
So I guess I will no longer be spending au of my hard earned money in ANY of their establishments.
