To explain further, I refer you to the NFA Handbook Preface:
This publication is not a law book. Rather, it is intended as a “user friendly” reference book enabling
the user to quickly find answers to questions concerning the NFA. Nevertheless, it should also be useful
to attorneys seeking basic information about the NFA and how the law has been interpreted by ATF.

The Chief of the Tech Branch's 2008 letter on M16 bolt carriers is an interpretation of law. The handbook, as useful as it may be, is not; and does not consistently reflect current ATF thinking. It would be more useful if they dated each section for it's last update. In this case, it's an explanation of a ruling from 1981 that has not been obviously updated - as an example, note that the rifle manufacturer 'Sendra' referenced doesn't exist anymore.
