Nope, the design was done by a dude named Sergei Mosin with a nod toward a feller from Belgium named Nagant.

Russia in 1891 did not have the machinery to produce these rifles on a large scale, and so France, the US, and a few others contracted to provide the rifles to the Tsar. The machinery was to be delivered with the contract rifles.
