Mike I agree with all but the following:

If I decided to move to another town just for LTC reasons, I'd be facing something like a $50K immediate impact if not more, and the potential for a huge residual impact.
Yeah, I didn't think about that.... course, the situation is going to
vary from one person to another. EG, level of equity, etc, and the amount
of gain one has made on a given house, and so on.
Then I guess theres the old question, of "how much is your freedom
worth"? Invariably some people are going to end up in a rock and a
hard place. Some things may not be (easily) legally addressable, either...
(eg, trying to fight license restrictions). It seems as though lawyering
up is only useful under a limited set of circumstances. (mainly because
the law allows the chief considerable discretion, and a large portion of the
time they get away with doing whatever they want.)
Oh yeah, what do you do (as a home owner) when the current chief in your new town resigns/retires and a new one (who is anti) takes over? Move again? Do I hear the sounds of a gypsy?
Admittedly, that is a problem, especially if you get a communist hardliner
like a Chief Gemme or someone like that. And often it can be impossible
to predict what the replacement's policy will be until he is sitting there,
etc. (An interesting data point would be to see the number of chief
seats in MA that flip to reds vs the seats that flip to green, etc. )
Then again if one is going to move and can get away with doing it, not
being in MA is probably the best deal. Like a lot of us, though, we're
stuck in this damned state for some reason or another. (family, proximity
to job, etc. ) I can tell you though if I got an LTC downgrade via a regime
change that I wouldn't have much choice but to bite the bullet and relocate
out of state.... that would be the straw that broke the camel's back, at least
for me. I am fortunate that I don't have much chaining me down here.... others
may not be so lucky.
