Approved Roster for Lower Receiver / FA10 Questions

These may be silly questions so I apologize in advance:

Does the lower receiver of an AR15 build need to be listed on an approved roster list for MA? Receiver in question is a spikes tactical st15 lower.

Part two of the question: On the FA-10 would you list AR15 or ST15?

when you actually build the gun, use the model printed on the receiver for the FA10.

Since the lower receiver is unable to fire a projectile it is not a firearm under MA law and no FA-10 must be filed. Since the receiver contains the serial number it is considered a firearm under FEDERAL law and must be transferred to you using a federal ATF 4473 form. On the 4473 under "type of firearm" the receiver should be listed as "Other".

As drgrant states under MA law after you have assembled the receiver into an actual firearm (capable of firing a projectile) you have 7 days to register the firearm on an fa-10 (or efa-10) form.

Thanks guys! Appreciate the speedy replies! My primary concern was just if the specific lower selected needed to be on any approved firearms list for MA... Can't be too careful!

You're welcome... Both of our answers referred to your question on the FA-10. The other thing you should be aware is that there is no "approved Weapons Roster" for rifles. All semi automatic rifles must comply with the MA Assault Weapons ban unless they were present in the state as an assembled firearm prior to September 13 , 1994. If they comply ... they are allowed.

NOTHING in MGL says that pre-ban anything had to be IN MASSACHUSETTS to be legal here. That was a figment of a sick mind in EOPS, who thankfully no longer works there. Others I have spoken with at EOPS support the wording above as modified.

"Other" was added by the BATFE a few years ago to prevent persons from being able to purchase stripped lowers out of state under the provision that allows long guns to be bought out of state if legal in one's home state.
