I have a SW317 (may have posted this one before) and I clean it after I shoot it, but after one cylinder of any .22lr ammo, the chamber fouls making extraction very difficult without using a bench to push the extractor. I clean and scrub the cylinder with a brass brush and every solvent I have (Mpro, Butch's Bore Shine, Hoppes, etc) and nothing helps. It'll look clean and shiny after 15 minutes of scrubbing and then will foul up again.

Any advice?

Powder and lube fouling is normal but should not make extraction that difficult, even after hundreds of rounds. You may have either rough chambers or a burr at the rim counterbore. The best thing would be to call the factory and arrange to send or bring the gun in for service.
The Springfield Armory is not too far from S&W and would make a trip to the wilds of western MA worthwhile.[wink]
