20 years of progress on Right to Carry

I've read that although Hawaii is de jure may issue, it is de facto no issue, since you have to be chief's brother-in-law to obtain a license.

I have heard that Hawaii had at one point only issued a single carry permit.

As to MA - does anyone have any stats as to how many towns are ALP issuing as opposed to years ago? While there are still problem areas, I know of many towns which went from "you have to know someone" to "no problem if you record is clean."
 
IL = Chicago (i.e. Mayor Daley) runs the state! [Just like Boston and MA.]

Dave Kopel has a nice look at the actual situation in different states over at The Volokh Conspiracy. Back in 1997, 10 years after Florida enacted their "shall issue" system, Jeffrey Snyder did a piece called Fighting Back on the development of restrictive licensing systems and the changes that occurred after Florida.
