One of the things that seems to not be helping is somewhere up the chain, the decision has been made to not engage in high speed or high risk pursuits. The criminals appear to have gotten the memo on that, so if they do get caught, they just hop in their car and take off. As soon as they start driving really aggressively, the pursuit is cancelled. So they pretty much get away every time. In that neck of the woods, there are two CHP helicopters (usually only one in the air at a time, and they work SAR and EMS cases too so they're running call after call and may not be available) and a neighboring county's sheriff's helicopter (usually available to respond but generally not in the air on patrol). If one of them happens to be in the air near the fleeing vehicle they'll usually take over and let the ground units fall back, and then there's a chance when the vehicle slows down or the criminals ditch and go on foot, there will be someone to pick them up.

But that's the exception. Usually they get away. And it's usually stolen or no plates, so security/traffic cameras aren't a ton of help.
