TLDR: It's a tax discount program for leaving land >10 acres undeveloped.

The current property tax is about $140 a year for 150 acres. When you decide to build a house on it, you'll take the measurements of the pieces you are placing driveway, well, septic, house/outbuildings, place them on a simple sketch and submit to the tax collector. This may add up to 2 or 3 acres. Those 2 or 3 acres will come out of current use, and you'll pay the Land Use Change Tax which is 10% of the assessed value for that portion of vacant land. Not a huge penalty for having such a discount. After that is complete, you'll still have the maybe $130 a year for the 147 acres in current use, and you'll pay regular taxes on the 3 acres you place your McMansion on.
BTW that listing above is on a paved road and 10 minutes away from anywhere in Littleton depending on whether you run down Manns Hill to Main street or 135 to 93 to Meadow street.
