its a mosin-nagant tool. You use the notches to set the firing pin height above the bolt face. Middle is right. The tip is a screwdriver.

If you get hammered and take your bolt apart, then forget how to put it back together, and twist that firing pin like a dozen times, you'll want that tool to clock that firing pin properly when you finally figure out how to get the bolt back together.
