What is a short barell rifle?

I was looking for a new upper for my AR, and noticed that some short uppers in the Bushmaster Catalog required BATF registration as a short barell rifle. I recall something similar about a Glock stock attachment that changed the pistol into a short barell rifle. Anyone have any experience with this?
 
Basically If the barrel is under 16" it is a short barrel rifle (SBR). If you put a stock on a pistol it becomes a SBR. Inorder to have a SBR you need to send a Form 1 to the ATF for their approval.

It is not a difficult process, but if you don't do it and you have a SBR then you spend many years in Jail

Mine to about 2 months for ATF approval which was quite fast

As manufacture or purchased as an individual but not if you go the corporate or Living trust route

You also need 2 photos, 2 finger print card and a citizen form and $200
