Transfer from expired licensee

Lets say a guy I know owns several guns. He has let his LTC expire and wants to give them to me. How can this be done legally. It is my understanding that an FA-10 can only be done between two LTC holders. Does this process differ if it is a relative (father to son)? What if an uncle with an expired LTC wants to give or sell and dies before paperwork can be done?
