Sketchy purchase of a rifle?

I posted this on THR as well...

I have a friend whose father gave him a .22 rifle before he moved out of the country. He doesnt like guns, and wants to sell it to me (offering a very good deal). Problem is, he does not have any kind of license, and has no intention of getting one. Is there any way I can get a hold of this rifle, legally?

edit: yes, my father would technically purchase the rifle, as I'm a minor

Licensed person goes with buyer and seller to dealer and the dealer does the transfer. Simplist way to deal with this.

Yes it is. The seller for BATFE and CHSB purposes becomes the FFL.
