Anybody know if a resident alien can be issued a concealed handgun permit in NH? There are no restriction attitudes towards aliens...



"The selectmen of a town or the mayor or chief of police of a city ...shall issue a license to such applicant authorizing the applicant to carry a loaded pistol or revolver in this state for not less than 4 years from the date of issue, if it appears that the applicant has good reason to fear injury to the applicant's person or property or has any proper purpose, and that the applicant is a suitable person to be licensed. Hunting, target shooting, or self-defense shall be considered a proper purpose. The license shall be valid for all allowable purposes regardless of the purpose for which it was originally issued."

and 20 bucks for four years?? am I believing my eyes?

here is the statute:

159:6 License to Carry. –
I. The selectmen of a town or the mayor or chief of police of a city or some full-time police officer designated by them respectively, upon application of any resident of such town or city, or the director of state police, or some person designated by such director, upon application of a nonresident, shall issue a license to such applicant authorizing the applicant to carry a loaded pistol or revolver in this state for not less than 4 years from the date of issue, if it appears that the applicant has good reason to fear injury to the applicant's person or property or has any proper purpose, and that the applicant is a suitable person to be licensed. Hunting, target shooting, or self-defense shall be considered a proper purpose. The license shall be valid for all allowable purposes regardless of the purpose for which it was originally issued. The license shall be in duplicate and shall bear the name, address, description, and signature of the licensee. The original shall be delivered to the licensee and the duplicate shall be preserved by the people issuing the same for 4 years. When required, license renewal shall take place within the month of the fourth anniversary of the license holder's date of birth following the date of issuance. The license shall be issued within 14 days after application, and, if such application is denied, the reason for such denial shall be stated in writing, the original of which such writing shall be delivered to the applicant, and a copy kept in the office of the person to whom the application was made. The fee for licenses issued to residents of the state shall be $10, which fee shall be for the use of the law enforcement department of the town granting said licenses; the fee for licenses granted to out-of-state residents shall be $20, which fee shall be for the use of the state. The director of state police is hereby authorized and directed to prepare forms for the licenses required under this chapter and forms for the application for such licenses and to supply the same to officials of the cities and towns authorized to issue the licenses. No other forms shall be used by officials of cities and towns. The cost of the forms shall be paid out of the fees received from nonresident licenses.
II. No photograph or fingerprint shall be required or used as a basis to grant, deny, or renew a license to carry for a resident or nonresident, unless requested by the applicant.

What you posted relates to a Non-resident permit. Yes it's $20 for 4 years. Right now non-res permits are running at least a couple months, NH is shorthanded inundated with applications and underfunded.

If you become a resident of NH a pistol permit is $10 for 4 years and is usually issued by the COP in your town. My NH (resident) application was processed the same day. I dropped off the application in the morning and had a call around noon saying it was ready to be picked up. $10 later I was good to go.

Keep in mind here in NH you do not need a permit to posses, purchase or open carry. You only need a permit to carry concealed. Note that in NH a loaded gun in a vehicle is considered to be concealed and requires a permit. Unloaded and stored in a vehicle is no problem.
 
Oh oops, my bad...I really meant for "resident pistol permit" since I intend to move and live there for now...

I was just wondering if people had any thoughts regarding the impact of being an Alien who is residing in NH applying for a NH pistol permit.

If you are a Permanent Resident (or what formerly was known as Green Card holder), you should have no problems getting resident pistol permit in NH unless otherwise disqualified. Unlike the next door neighbor, NH thinks if you are allowed to join the military and have to pay taxes, you are good enough to get a permit to carry concealed. [grin]

p.s.: if you are on the non-immigrant visa, you still might be able to get the permit.

my father (here in MA) has his non-resident FID. what a freakin crock!

$100 / yr - FID, has to jump through hoops just to buy something sometimes [rolleyes]

I believe he has a "Resident Alien FID" if he's an Alien like me...I had to attach an additional write up to the CHSB explaining I am not a federally prohibited person because I hold a hunter's license (only applies to non-immigrant alien without a GC).

As with the NH application, it does not ask about citizenship anyways...do you guys think I should attach my additional writie up explaining I am not a prohibited person...or should I not "volunteer too much info".?

Just make an appointment with licensing officer in the town you are going to apply and talk to him about it. I think you should be OK, I heard about some guys from Canada getting their non-res Pistol Permits from the State Police while being in non-immigrant status, so the rules for the residents in that status should be the same.
