yes, but to my knowledge it would have to be shipped to your local FFL, and then picked up there.

MGLs prohibit any NR (with or w/o a MA NR LTC) from actually buying ammo in MA or any guns (in the sense of taking possession and taking it home with them). You'd have to have any such gun delivered to an FFL in another state (NH if handgun, any other state that allows NR transfers for long guns).
