Question about AR-15 barrel length and FA-10

What should one put on the FA-10 form as barrel length? For example if I were to get a Bushmaster 14.5 inch upper with a permanently attached compensator (that makes it 16 inches) would I put down 16 inches on the form? If I were to put down 14.5 that would indicate that the rifle is an SBR. Correct?

16" is correct
14.5 would indicate it was a SBR, even though it is not
