Permit - Need to Be a Citizen?

My brother in law lives in Hartford and is interested in purchasing a pistol for home defense - which I support being that he lives with my sister.

But, he is a citizen of Scotland, not a US citizen. Is it legal for a non-US Citizen to obtain a pistol permit on CT?

CT will issue to non US citizens who have a green card and proof of a minimum 90 days residency.
