patios second and third definitions are correct.

We paraphrase (pardon the pun) to mean: If you want/seek peace, (you) prepare for war.

The word para from the latin is pro as in for the purpose of. So Para Odnance is strict terms is saying 'For the purpose of Ordnance'. Simply stated.:)
 
Although I don't know, my guess is that it's a take off on the present 9mm cartridge which was known as the 9mm parabellum.
 
The prefix para does not always mean similar to, it can also be used to mean against or counter. So loosely translated to counter weapon(s)?

Which comes from the Luger or pistole parabellum, designed by Georg Luger to stand up to tolerances demanded by the military, for war. So for war?

Let's dive into si vis pacem, para bellum. Which I have seen translated to mean the following:

  • Who desires peace should prepare for war.
  • If you wish for peace, prepare for war.
  • If you want peace, prepare for war.
  • If you seek peace, prepare for war.
  • In time of peace prepare for war.

I don't speak or read Latin or Greek so this is all just my .02.
