Need help sizing a belt

Looking into getting the Safari Land ELS belt, from my research this appears to be a solid platform to build on. My waist (measured with a tape measures 38") and I wear size 34 or 36 pants. I have seen recommendations all over the place ranging from going up one size in both the inner and outer belt to actual for inner and up one for outer.

What are people thoughts and recommendations here?

Many of the manufacturers have their own ideas and recommendations on fit. I would try the Safariland web site and/or contact them.
