You just outed your friend so I hope he doesn't depend on the state for his daily bread.

My guess is Maura's "credit" will be a state tax credit. So no direct cash expenditure for the state and probably set at a ridiculously low value. But something like that would require the Legislature's action and would also need to be coupled with penalties for non-compliance.

What a fantastic amount of trouble and strife to address a non-existent problem.
