Either could be correct in context "complement-add to (something) in a way that enhances or improves it; make perfect." I've known many mentally handicapped people, bringing Markey to their level would definitely be an improvement. I've definitely seen more rational thinking from them.

I'd agree with that to an extent, but the context in the way that "complement" was used doesn't make sense.
