A license will be issued within 30 days and needs to be renewed yearly.

If found guilty, dark clothing with no pockets should be worn. The person can appeal or wait one year and re-apply.

Cops - Those are trained professionals that can be trusted with our lives and always making the right decisions.

Army - they are not walking around town armed, so the sheep dont care.
