M16 Upper on AR15 lower?

I know little to nothing about MG/NFA issues. I've seen some good deals on surplus A1 receivers. Is it legal (and would they work) to mount them on AR lowers? If so, would an AR bolt carrier work in them?

I guess I've seen conflicting answers on this.
 
Yes... it's legal.

You're probably right about that... I've seen this battle rage on before.

At worst it's a gray area, and for the most part the disagreements centered around possession of M16 fire control parts (auto sear being a completely different matter).
 
Yeah, I was thinking about a build. Removing the lug is simplicity itself (hell, I can just remove the entire FSB and put a compliant one on) and the flash hider is easily replaced with a welded brake.

All the fire control parts would be AR parts on an AR lower. I'd also use an AR bolt.

So I take it that all of that would give me a compliant rifle.
