Londonderry insists applicant must appear in person?

I see the following on Londonderry's website:
LPD said:
License to carry applications must be submitted in person to the Londonderry Police Department’s Record section, Monday through Thursday, between the hours of 8:30 AM and 3:30 PM. The Records Department is closed all day on Fridays, Saturdays, Sundays, and Holidays
I don't see anything in the RSAs about this sort of "submitted in person" requirement. Has anybody successfully submitted an application to Londonderry by registered US Mail?
 
Seriously? You can't simply go down to the police station, fill out the one page form and hand it in to the nice police officer? I mean I get that it requires one to actually rise from one's chair and pull them self away from cruising the porn sites but really guys, unless I'm missing something here (and I very well may be) this is a lot of tadoo about nothing

I disagree. This is how it starts. Today its you have to show up in person, tomorrow it's five different kinds of ID.

Now you're talking common sense. There should be NO requirement to carry a firearm. You trashed my argument :)

Some of us actually work for a living. You know, in an office, down in the city?

Also, some of us remember the old days where you used to go down to the office, fill out the one page form and hand it to the nice officer, and watch him drop it into the circular file because he had observed your skin color wasn't quite as lily-white as his.

These fiefdoms can apparently do as they wish. The chief in Newton openly defies the law. Why shouldn't the others?
Defies? As in additional cases after the [thread=158479]2012 lawsuit[/thread] where Robert J. Ferrara Jr. eventually prevailed in court and won legal fees from the town of Newton?

Framingham requires it be filed in person, picture ID, proof of residence in addition to the ID, they use their own form which has additional questions and requirements. And you have to bring copies of everything. This includes court records and any reports if you've "ever appeared as a defendant". That's EVER, for anything. Imagine if you were charged with trespassing 30 years ago in Alaska. Yup, it's up to you to dig up the police reports and court records, a CORI isn't enough.

To add to all this the licensing officer had his LTC revoked by the state in 2012 for some secret thing he did in his past that, apparently, affected his eligibility. At the time he described it as a mistake in his past. But now he denies LTCs for lessor reasons.

Yep. Refuses to issue licenses with correct expiration dates. This has been discussed on this site before.

Just wait till they start scheduling your in person visit (appointment) for you...like Worcester. I think I only had to wait 3 months just to have the privilege of dropping off a piece of paper.
 
To add to the foolishness, here in Londonderry, it is a 3-hop visit in the municipal campus on your application or renewal visit.
1 - stop by police, fill out or drop off form. they give you a slip to take and...
2 - walk to town clerk in the next building over to pay the fee
3 - back to police to provide payment proof on that slip
then wait to have them mail you the permit!
