Of course they are... the Feds can't trust the regular military chain of command to follow orders when the domestic crap hits the fan and there aren't nearly enough of the jack-booted thug types in state and local police and sheriff departments to get the job done.

DHS is like the Nazi-equilivent of the SS. They'll do the dirty work that the regular army and locals won't or can't.
